The following is the procedure from my Cummins Shop Manual for Series 3.9 and Series 5.9. My 4BTA is exactly like described in procedure. Your 6B should be the same also.

Section 8 Cooling System
Page 8-7 Coolant Heater (008-0911)
"Remove retaining nut below connector (10 mm wrench)
Clean core plug hole, so there are no burs that can cut O ring
Lube O ring with clean engine oil
The Locking Channel T Bar should be threaded out to the end of the Bolt DO NOT remove the retaining wire used to position the channel (T BAR)
Hook element and one leg of the channel (T BAR) into hole
Hook the other leg of the channel into the hole and push heater into the hole aas far as possible by hand
If necessary, use a PLASTIC hammer to tap heater in until the shoulder contacts the block
Tighten 10 mm nut to a torque of Minimum 12 inch pounds, Maximum of 25 inch pounds
Insert the power cord into socket, being careful to align pins. Tighhten retaining nut by hand DO NOT apply power until sytem is filled with coolant and has run long enough for the thermostat to open and allow the air to escape. "
