Dodge Van with 2 rear axles

I saw a 90's Dodge van that had two rear axles. Obviousl it was a 15 passenger van. Did not have time to stop and look but it is a couple of miles from home. I will take my camera and get a couple of shots. I would suspect that the second axle is not a drive axle. It was very nicely done. It appears to be a professional conversion or someone has excellent sheet metal skills. THe axles were not dual wheel.
