I agree with Henry - drive it. Having had some experience with flat towing cars behind a motorhome I can tell you that toe-in is critical to make the car track. Also, if the steering is loosey-goosey (and what old Dodge isn't?) you will have a problem with it going over center if you have to turn sharply and the wheels will lock to one side or the other. I towed a Chevy sprint all over the country and tied the steering wheel - loosely - with a bungee cord to the opposite door handle and solved the problem. Since then I flat tow a Saturn and have had no problems at all. Another problem is that you can't back up when flat towing. The advice about the trailers is good, I would recommend at least 10,000# and #12,000 would be better. Check the tires also, they determine capacity and radials are better than bias-ply. They need to be 10 ply rated to get maximum weight capacity. Be sure to get at least the anti sway bar and you'll most likely need the load leveler bars, too. One comment on the dolly idea is that even if you get the front wheels off the ground and solve the tracking problem, your driveshaft will still be turning as you go down the road. That's why you see some rear drive cars being towed on dollys backwards with the steering wheel tied. Anyway, the drive shaft probably should be disconnected if towing for a long distance either on a dolly or flat towed.
