I had this problem and ended up having to take the manifolds off the block and separate them to get to the flapper. It's not just a matter of putting kroil on the pivot and wiggling it till it unsticks. It's easy for the whole heat riser flapper to get jammed up inside with rust and/or carbon. Even if you managed to break the shaft free with a lot of wiggling, you may have only broken it loose from the flapper, in which case you still won't have a functioning heat riser. I'm afraid you have to take off the manifold, separate the two parts, clean and fix whatever's wrong (took me several hours with assorted cold chisels and scrapers to get it in good shape), and put it back on. When you put it back on, be sure you tighten the manifolds against the block before you fully tighten the 4 bolts that hold the intake and exhaust manifolds together. If you need to get it milled, put the two halves together and bolt them down tighly and have the machinist mill them as a single assembly.
I looked into the automatic coil type, but could not find one. NAPA had a book of aftermarket heat riser parts for various vehicles but didn't show anything for the 230. I suspect that the automotive applications like Plymouth cars had some sort of automatic unit. Personally, I'd like to set up a simple push-pull cable mechanism, similar to a choke cable, to control the carb heat from inside the cab like they do on airplanes.
