Hi Steven,
I had thought this was a Tulsa also but there is a manufacturers plate attached to it that says "Highway Trailer Co." Now that is an unlikely sounding name for a winch manufacturer, perhaps it is the company that fitted the winch to the truck for the utility company. Your picture shows the same yokes as mine, presumably for a boom/gin pole, or whatever the experts are calling them.
