What is this Fastner called

I have some bolts with a head that looks like a Torx. The Torx heads have 6 points, these bolt heads have 12 points. A Torx E-16 socket will just fit over the bolt head, but of course will not grab it due to 6 points vs 12 points.

I need to get a box wrench or socket that will fit these heads.
