steering wheel shake

I am stumped. So, I have always had a bit of a steering wheel shake around 40mph. I had the passenger side front wheel off tonight to screw with the brakes. So, now I have a very pronounced shimmy. The only thing I have done is adjust the brakes on all wheels and the only thing I have removed and replaced is the passsenger front wheel and drum. Ideas? They are new tires.
