Depends legally the title is held by the last owner. You need to go through the DMV to find the last owner of record and send them a intent to obtain title or disposal statement. This is to protect you from claims of either obtaining stolen property or diposing of property and being liable for charges.

I would suggest reviewing the following Wyoming statue.
