Dumb Question on Safety Chains? Towing

Got my Gooseneck Hitch mounted today but since this was off a Flat Bed I had to turn the cross mount plate over that the Ball mounts to. The plate had 2 loops for the Safety Chains but they were cut off. Are the Chains Required to be used with a Gooseneck to be legal for the road? There is only one chain on my Trailer that could be hooked up anyway so I would need just one?? Any thoughts not sure I want a loose gooseneck sliding around in the bed throwing me off the road anyhow. Mark H.
