From what little I can make out of the door markings this is a US Navy issue truck. In looking through the pictures on this site all the vehicles seem to be US issue Dodges, M-151's and M-715's etc. Since there were USN, RAN, and USA EOD teams on the base I imagine they all used the vehicles to a large degree.
