The reason would be that it doesn't burn as hot. Of all the hydrocarbon gasses, acetylene has the largest percentage of carbon relative to hydrogen. Carbon releases far more heat per atom when it burns than hydrogen does. That's why acetylene/oxygen is the hottest gas flame you can get. Jewelers use air/acetylene and oxy/propane on silver and gold, but I suspect only oxy/acetylene is hot enough to weld steel.
