As for seatbelts, I found that lat-80s to mid-90s GMC truck seatbelts would fit the bill. I'll enquire to scrapyards around here.
For the shoulder mount, Paul yours is a great idea but my truck is already painted so I'll look how I can manage and still make something safe. The good thing about the GMC belt system is that the lap and shoulder belts are on two separate spools. If the shoulder support gives out in an accident, it would not geopardize the integrity of the lap belt.
