It looks to be a 1/2 ton something, open cab weapons carrier, Command Car, etc with a closed cab from a WD-15 (3/4 ton 2wd) added, a bed from a 48-52 pickup, and the frame shortened.

Parts rig to me, unusual play toy for someone?
