Cowl Lights, were they ever optional?

Looked at a PW that I'm looking at bidding on on e-Bay today, and there are now Cowl Lights or holes for them. Couldn't see any evidence of any repairers in the areas either.

There was also no "DODGE" on the radiator shroud nor any holes there either.

The truck was also equipped with windshield washers.

The truck did have a penstar on the lower passenger side of the cab in front of the door, but I have to believe that that was added by a previous owner.

any thoughts on the cowl lights, were they always there or not?
