I started out the same as you; I was going to continue a restoration using POR products. However, after listening to several people on this forum as well as the autobody forum, I decided to blast and then use epoxy primer and hardened urethane.
POR is very hard and chip resistant, there is no doubt about that. THe problem I encountered with it on a frame section was that apparently some moisture got through from a scratch or something, and rust spread out under it and lifted it like a delamination. POR seems to be more of a "capsule coating" rather than chemically bonding to the metal like the epoxy paint.
