There are some rivets in your fender. I am in the same boat as you. I have removed all the rivets so that I can do some rust prevention and body work.
The step bolts that I have found have heads that are too big. Carriage bolts have the correct sized head but the square shank would require some time to remove. I would like to try some button head bolts but my local fastener store does not stock them.

So I hope to find something that will fit next time I am in town.
