There is no definition of "public domain" in current U.S. copyright statutes.
Accessibility is not the equivalence of loss of rights and it is legally impossible to transfer rights to the so-called "public domain"
Copyrights can be transferred between legal recognized entities (such as individuals and corporations) but the date of expiration of copyrights are fixed by law.
The fact that you use the term "barrister" suggests that you are not a U.S. citizen or resident and are woefully ignorant of U.S.
copyright law.
