The thing that strikes me about it is that it is left hand drive.....
There were strange Dodges and Power Wagons made for Australia in the US, and even some PWs altered in the UK at kew and sent on to Australia, but they were all RH drive post WW2 as Oz is keen on that to prevent being swamped with cheap personal imports I think.
From what I can see, it looks like a product from one of those small companies that rebuilt WW2 equipment using whatever they could find and sold it under thier own name.
The only reason to rais eht hood is to accomodate a taller engine, probably OHV rather than side valve, so I'd guess there are parts on thsi thing from several vehicles. In particular I don't recognise the steering wheel as it doesn't look GMC or Chev to me.
