The lock position, overides the full time feature and locks it into a 50%-50% split between the front and rear axles. When not in LOC the NP203 acts like a third member, sending torque to the wheel that is slipping. (that's a joke for us old timers with a 203)
Try rocking the vehicle, or creeping slowly while trying to shift, once the splines line up they will engage and get that final drive chain turning....
