1988 Dodge Short Bed - Fuel Pump

I pulled the fuel pump from my '88 Dodge short bed (from gas tank) - double ck'd wether it worked or not by hooking up to battery - it doesn't run. Question: I ck'd the power to the contector that fits into the top of the fuel pump on top of the gas tank and the (light) signal is pulsating (light goes on, then off, then back on again) Shouldn't I be getting a "light on" all the time - signaling constant power to the connector? what would cause intermitent power signal to fuel pump connector?
