WDX Tranny problem

I have a 1942 WC53 I am restoring, the engine and tranny are out of a 1947 WDX. My problem is the tranny won't shift into 3rd and 4th. I had the shift tower rebuilt. and it still will not shift. 1st, 2nd, and reverse work. Any ideas, thanks in advance.
