I have a WWII era speedometer repair manual that goes into detail on disassembling, refurbishing, and calibrating speedometers made by AC Delco, Autolite, King-Seely, and Stewart-Warner. I think Dodge speedometers are Autolite, but can't remember for sure.
The manual lists a lot of specialty tools to disassemble and work on speedometers, which seems similar to what a clock or pocket watch would take. There are special tools to pull off and press on some of the parts.
The manual has a troubleshooting guide. which lists eight "probable causes and remedies" for "pointer fluncuates or waves". Seven of the eight refer to worn or rusted parts.
The only one that doesn't says:
"Dirt, Grease, or Foreign Matter on Magnet and Speed Cup. Clean speed cup and magnet with cloth. Care must be taken to prevent damage to the speed cup and hair spring."
Unless I had the tools, I wouln't feel comfortable trying to repair/replace anything other than removing the case and cleaning what I could see.
