Cut a disc in half, weld on a T handle. Weld a 1-inch wide angle iron across the top of the disc.
Stand on the angle iron, hold onto the T handle, and rock'n'roll gently. The tool will make a nice thin groove in the ground, and push most rocks out of the way. Then the wire drops into the slot. Walk on the slot, and it closes right up.
