CM is Configuration Management, and is widely used by all Military organizations around the world, and was started and based on the US Military. It's also being widely adopted by Corporations as well, and is better known there as CMII, or Configuration Management II (http://icmhq.com/).
Based on the Post's "assign that a document number" and "utilizing a unique identifier" comments I guessed you were CM savvy, sorry. documents are identified by a system that supports them by type (T), number (N) and revision level (R).
A Drawing could be identified by: DWG-123456-01
A Specification could be identified by: SPC-234567-01
