The T207 WC trucks start with 8644701, so it looks to be likely a T207 WC, as 8646781 falls after that. The latest starting serial number I can find for VCs is 8644348, and the number of VCs made would not have gotten up to 8646781.

Sorry about the mixup, I was looking at the digits wrong, too many 864 numbers floating in my head!
