Maybe you can do some research with the dept.. of transportation in that state to find out what vehicles were ever owned by your grandpa, then get the vin number and find out who hlds the title now. Where you wou8ld start is usually calle dthe records department, in the state government transportation division. Good Luck! And it looks like a COE to me
