Two problems here;
the stud is locked into the block
the stud passes through the exhaust manifold, and won't turn / draw even if it is free in the block.
Bitter experience tells me that you will lose the exhaust manifold when you try and remove it. In fact if you leave the inlet attached you will lose that too. Drilling the head off the stud doesn't help as it will be rusted in where it passes through the inside face of the manifold.
I have resorted to a large hammer here (it doesn't half make you feel better) Good news is drilling out the small section of stud left in the block is reasonably simple, after you have shelled out for either or both manifolds.
