Each battery is still 12 volts by itself, regardless of how it is hooked up. One battery will be 24V + to ground, and the other will be 12V + to ground.
The warning about not using the center tap (which is the proper electrical term) is true if the 12 Volt usage is constant and heavy, but the intermittent use of cell phone chargers, radios on standby and very little transmit, and other 12 volt devices should not result in any real damage to either battery.
