Yes, that is the draft tube. It works based upon a rammed air situation. Over 25 mph, air is rammed up the pipe venting the crankcase.
The situation I described before with the PCV valve is another type of crankcase ventilation used for "severe duty" situations where road/highway speeds are not typical, therefore the road draft tube won't work properly.
