Carburetor Step-up Piston Gasket

My parts book shows that my carburetor (Dodge # 1138 899) uses a gasket (Dodge # 651 185)on the step-up piston. There was none in the carburetor when I took it apart (nor in my other carburetor). I can't figure out where/how it is suppose to go. There is no set of flanges for it to go between. Is it suppose to be like a piston ring on the rod? The piston is a tight fit now, maybe too tight. Any comments would be appreciated.
