Starter won't engage

Almost every time I start the '53 PW, the starter whines unengaged against the flywheel ring gear. I let up until it is almost silent, then push in the starter pedal again and it usually engages to start the old beast. Does anyone know what I should do to fix this before something really breaks (like gear teeth)? Is there an adjustment for the starter pedal to get engaged with the ring gear before firing the starter motor?
