Since the last message, I was able to worm my way through some of the self-help on Ebay and they too said that I needed to "enable the cookies". On my Windows NT 4.0 O.S, I followed START - Settings - Control Panel - Internet Options - Security Tab. In this window I found a 4-setting slider bar allowing me to set the "security Level". Changing this setting showed varying levels of options some of which related to the enabling of cookies.
I experimented using all four settings (High security, Medium, Medium-Low, and Low), was under the impression that I was enabling the cookies, and re-booted between each setting. All four settings resulted in the same thing on Ebay of being able to use my sign in for some things that require a sign-in, but still not being able to make a bid. There must be some other toggle or location where I need to enable the cookies, but I've yet to find it.
I haven't been working in values over $2000 and have never used Pay-Pal but I did see and read that part about "verifying." It seems it did not apply to me.
Thanx for getting me on the right track. This is a slow trial-n-error process with the ole' 56 kbs dialup that only runs at 24.6 due to our remote location! Frustrating since it worked before, but doesn't now! I prefer my cookies with a mug of cold milk if you please! Bruce
