I don't think this type of tank will hold up to portable use. It needs to be designed to flex and twist some as the bed moves on uneven ground. Also, the heat from welding could cause a weakness to the metal in those areas, and cracking could likely occur.
Maybe some one who is a welding guru can shed more light on this.
Do not weld on an empty tank. Fill it with inert gas, or water before welding.
DOT has a size, (gal.) limit where there rules kick in. Seems like it is about 250 gal., but I am not sure.
