Surging on Hills

I have just started to drive the M37 some and have noticed that at around 40-42mph is about as fast as I would like to run the motor and at that speed when I go up a hill of any size the engine starts surging once it gets under load. If you let off the gas and let it slow to around 30 and get back on the throttle it will go on. On flat ground it seems to be o.k. I am assuming that it is starving for fuel, I have a spare used fuel pump so I thought about swapping it out. I also thought about checking the fuel filter, possibly change the rubber hoses to the firewall filter and to the pump. Seems like I saw
someone say that the float could also cause this. I had tried adjusting the govenor from the directions I got on the carb web site, it didn't seem to have any effect.
Just thought I would ask for opinions before I start tinkering with it to find the cause. I have no desire to re-invent the wheel.
