Either soak it with Berryman's Chemtool or PB Blaster. Don't mix the two chemicals together.

After soaking, a shot of pressurized air in the accelerator pump discharge nozzle ought to free it, with something over the top of carb so you don't lose it forever!

If no air, a small scribe ought to fit down there to move it, or even tap on it very lightly with a small drift or narrow srewdriver tip.
