This Governor is on the end of the Throttle shaft, not the separate belt driven unit. It's part of the Carb and mounted on the opposite side of the throttle linkage.
The linkage makes the shaft rotate, but has no affect on the engine speed, it just keeps idling.
From a picture I had in a service manual it showed that inside the Governor was two cam like plates on the shafts, and a chain/spring setup between them.
