You should simply be able to find an anodizer in Washington. I would call a local glass shop and ask who does their anodizing.
Cautionary note: Depending upon the alloy the wheels are made of, 6061, 6063, ect (structural alloys) they take anodized finishes somewhat poorly. They become splotchy. If its a 5051 or something similar, its ok. Darker anodized finishes to break down over time. Blacks and browns become chalky. Clear is better but I would suggest a painted finish. I deal with Architectural aluminum all the time, and we always recommend a Kynar finish, although powercoats are ok, just not very field repairable.
