Use the electric-over-hydraulic pump for the intermittent needs of the plow, just like the modern Meyer, etc. plows. That will leave room for the constant demands of the power steering pump as a belt-driven unit.
You can probably very easily TEE in some wet lines from the existing electric-over hydraulic unit, and run them to the plow setup. You will need to think up some clever way to switch the fluid around using solenoid-operated valves. Most of the solution is "off the shelf".
