All the gages on my M37, including speedo, had the windows smashed by vandals. I fixed them good enough for my taste by carefully uncrimping the metal, repainting what needed repainting using a small brush and model paint, cutting new windows from plexiglass by using a hole saw with the pilot bit removed, and crimping them back in. I used a tiny bit of non-corrosive RTV around the crimp area to hopefully keep the moisture out. They definitely don't look factory-fresh but they work fine and it was cheap. It's not too hard to do, but it's more detailed than most mechanic work. I'd say it's about like rebuilding a carburetor. If you want glass windows on them, good glass shops can cut circles of glass of whatever size you need.
