Got a Problem with one brake on M-37

My left rear brake seems to grab and lock when stoping on dirt and going real slow. If on a little gravee it will grab and skid sometimes just befor it stops. Does not take much presure on the pedal just a light touch. I have allmost new wire embeded brake linings, new Wheel cylinders, seals, 1 ton Chevy Dual Master Cylinder and every thing is properly bled. Am I missing something in the adjustment of them? I have both linings adjusted to just touching on all brakes. I am not sure about the other adjustment setting on them. Any pointers?? Thanks, Mark H.
