Horns are electro-mechanical, like a big door-bell. There is a set of points, for lack of a better term, that continues to open and close when the horn is energized. The frequency of the action determines the tone.
I suspect that one horn will outrace the other, and possibly vibrate correctly, while the other one stalls, and possibly one or both will burn out or just not do anything. In other words, I have no clue, but it is a fascinating idea.
There's only one way to find out, of course: give it a try. Put in those earplugs, soldier!
Try also putting a big light bulb in series, like a headlamp, instead of horn #2.
