Brian, this has nothing to do with your problem, but your engine number is still bothering me, Phil added a detailed display to the registry, and so now you can see all the numbers in order, look here to see it:

If you look for your number, you will see there is another 1949 CA truck with an engine number of T137-12961. This fits in with the Detroit built trucks, as they are all between 12000 and 15000 in the late 48 to 49 era.
This is what the numbers in my spreadsheet show as well.
Are you sure your engine number is not T137-13822?
That would fit with the rest of the numbers I have.
Otherwise your engine number looks to be from a 1946, or 1947 WDX.
I just wanted to give this one more check, now that I am getting a clearer idea of what the numbers should be.
