It is a scrap / waste /volume thing, same worldwide.
The US has about 9 million end-of-life vehicles to get rid of every year, Europe has about 10 million, and about 7% just get abandoned on street corners. Worldwide there is no money in vehicle recycling (steel cost) but there is a push to up the recycled or re-used percentage from 75% to 95% or better, basically to avoid landfill costs (10% of the EU landfill budget goes on shredder waste from autos)So the governments lean on recyclers and introduce extra regs, next will be a tax on new registrations to help fund recycling the old ones (already happening in Singapore or somewhere like that)
Now you and I know that today's junk is tomorrows collectable, but you are not going to stockpile 9 million cars on the off chance. Personally I'd be down there with a tow truck and some spanners but you can't keep all the toys in the shop.
In Europe soon you will have to get your scrap car offically disposed of and paper signed - if you declare it has been scrapped and it hasn't you will be in big trouble. Fortunately there are so many vehicle collectors worldwide that all the governments have no chance of forcing us to scrap our toys, but the dismantlers situation could be a problem, and the Dodge in a barn may become the only one you can buy if all the fields and scrapyards get cleaned out.
