There really isn't a 'VC cab' as such, since there are differences between even the military and civilian VC cabs, but there are usually enough identifiers to tell which is which. You could change one into the other easily enough. I have two here but I've got a use for both of them.
I can't think of a (legal) reason not to have a frame number on a WC vehicle - all the ones I've seen do. It might have rusted off the left front frame rail, and someone might have run off with the cab plate, but that's about it.
