starting problems

i just bougt a 76 powerwagon that had been sitting for a while. they had just put a new carter bbd on and a new timing chain as weelas a coil,plugs distributor cap and rotor button before i bought it. they could not get it running so i thought i'd try .it has spark and it gets fuel.how should i approach this not knowing if the timing is set right or the carb is adjusted right.
