Rewinding is required only if the insulation on the windings is damaged. The main thing that happens is that the comutator is turned and then the mica insulation between segements is under cut. The brushes are also replaced. Then they use a special solvent that will not damage the insulation to wash out all of the dirt, oil, and carbon dust. They check the bearings and make sure the oilers are working. I took the starter and generator from my 1948 B1PW to the shop and told them to fix and repair as necessary. They called me to come and get them a week or so later. I asked what was wrong with them. Their reply, "Nothing, just needed normal cleaning and comutator rework."
