Unless I read his post below wrong, it sounds to me like he is getting pedal but not until the floor boards. When he pumps the pedal, he gets a higher pedal.
That's because the shoe hasn't had time to fully release & so the second pump it takes less fluid...the third pump even less until your pedal is quite high.
I bet if you go out with a 3/4" wrench & adjust all the wheels until they are locked, the pedal will be right at the top.
These trucks are notorious for this symptom because they have 4 large wheel cylinders with large drums & one very small Master Cylinder. It's very important to adjust brakes on these trucks often & I've never bought one yet out of 20 where they had been done properly.
I'd put my money there first!
