The breaks you see are not breaks but a split leaf design. I thought the same thing when I first noticed the same feature on my front spring packs but when I removed and disassembled the springs I discovered this was not a break. It's possible purpose is to allow the axle to have more travel away from the frame for greater articulation during offroading.
