I think it is normal to be able to wiggle the axle shaft back and forth a little. If I recall, correctly the WWII technical manual tells yout to measure the in-and-out movement of the axle shaft. It seems like .030 was the allowable limit to determine if you need new bushings.

The .015 clearnace you are giving is at the bushing, right? If you are wiggling the shaft out where the flang (or hub) bolts, you are 8 inches or so away from the bushing. When the flange is in place, it can't wiggle like that.
