Painting Inner Fender Panels

I know it's been addressed before, but I forgot to save the discussion. I'm getting ready to paint the innner fender panels. Are they supposed to be the same color as the cab or are they black? It looks as though mine had the top inch or two painted the cab color and the rest was black. Thanks for the help.
